Not only is one's eye brought backwards and forwards between the background and the foreground, the contrast between the barbed wire and the freedom of hills seems to make a deeper comment too. The wire may be there to keep cows in (who except the photographer knows?) - but this doesn't detract from the strength of the symbol.
